PROCUREMENT MANAGER
Brief Overview:
This person will lead the supply chain function by providing Supply Chain Management (SCM) expertise, leadership and direction to subcontract managers and buyers for the L-3 Unmanned Systems operations in Texas and Maryland.
Essential Job Functions:
Job description: Includes, but not limited to, the following:
- Primary responsibility is to understand the group’s SCM needs, goals, and requirements and translate them into strategic and tactical plans that support successful SCM and Program execution.
- Facilitate the estimating, identification, and deployment of all required SCM resources, processes, and tools as necessary to the Program Office while ensuring alignment with the company’s plans and goals.
- Training the procurement staff in Federal Acquisition Regulation requirements, internal L-3 policies, cost analysis/price analysis, and in negotiation techniques.
- Responsible for maintaining an approved purchasing system.
- Effectively lead and manage the Subcontract Managers and Buyers within the company ensuring deployment of SCM Best Practices and consistency of SCM practices.
- Engage with Operations, Engineering, and Quality personnel to ensure successful supplier performance through timely management of key metrics.
- Oversee all major supplier related issues until issues are resolved.
Requirements:
- Minimum 10 years of experience in Subcontract or Program Management or contracts with heavy Supply Chain content
- Experience managing DoD programs’ sub-contracts, facilitated by excellent knowledge of FAR
- Experience managing critical subcontractors
- Experience executing a development program
- Demonstrated management skills and a process focus required in a group with emerging product definition
- Ability to multi-task
- Critical thinking skills
