OPERATIONS PLANNER

Brief Overview:
Directs planning operations for manufacturing and development programs for L-3 Communications Unmanned Systems with regard to order fulfillment, material planning, cost forecasting, process implementation and improvement, quality management, and problem resolution. Responsible for all in house Order Fulfillment & Logistics Operations including Assembly, Configure to Order and Test, Shipping and RMA functions

Essential Job Functions:
Job description: Includes, but not limited to, the following:

  • Primary responsibility for the coordination with all departments and project teams for the creation of master prototype and production plans, implementation and management of ERP/MRP system, issuance of material purchase and/or manufacturing requirements. Generates sub contract and materials requirements derived from master project and production plans in support of both development and production activities.
  • Identifies interrelationships and dependencies between elements of the development and production processes and takes them into account in the creation of schedules and plans for achieving business objectives, identifying bottle necks and barriers and assuring that management is aware of and has the opportunity to addresses those issues.
  • Participates on project teams to ensure operations planning supports schedule milestones and budgets. Provides input to Program Managers and project teams for hardware availability, build issues and scheduling of resources to meet required schedules. Provides monthly project material and operations labor cost forecasts and variance analysis to Program Management and Finance personnel.
  • Implements inventory management processes and procedures to assure that product and material assets are properly utilized and accounted for. Also implements and improves accountability procedures for government property in accordance with applicable contractual requirements and/or Federal Acquisition Regulations.
  • Responsible for the execution of all inventory transactions & maintenance of inventory records.
  • Interfaces with Procurement organization and coordinates resolution of day to day supply chain issues with engineering, project and program management team members as needed to support order fulfillment.
  • Works with project teams to create and provide materials cost analysis and forecast. Works with other departments to determine resource allocation requirements, including labor, expense, space/facility and capital.
  • Responsible for management and compliance of contract’s operational requirements. Interfaces with and supports QA as needed for communication with government customer’s contract administration organization, DCMA Texas.
  • Supports configuration management function by reviewing and implementing approved engineering changes and deviations, including disposition of items throughout the supply chain, from on-order through delivered units.
  • Will work closely with Vice President of Operations, Accounting, senior Program Management and other personnel on implementation of ERP/MRP system. Will assist in formulation and deployment of business process rules and written procedures supporting of ERP implementation.

Requirements:

  • Experience in management of manufacturing operations, production engineering, purchasing, project planning and project management in development, design/build to order and production in both commercial and defense contracting environments
  • Proficiency with MS Project, MS Office tools, MRP/ERP systems (Deltek Costpoint ERP, Agile PLM, MS-CRM Preferred but not required)
  • Working knowledge and experience implementing and executing of total quality management practices, including manufacturing process improvement, statistical process/quality control, lean manufacturing, design for manufacturability, etc.
  • Working knowledge of business processes (from order receipt through invoicing) and accounting principles as applied to ERP systems.
