DIRECTOR OF PROGRAMS

Job Summary:
The Director of Programs is a Senior Management position in a rapidly growing division of a major defense contractor. This division is a dynamic environment with a strong entrepreneurial background, looking for energetic people who can contribute to its growth into production-oriented programs.  The DoP oversees the establishment of organizational processes that establish program milestones, monitor adherence to integrated program master plans, and demonstrate compliance to all program Statement-Of-Work items.  This person’s department will develop, in coordination with the other organizational stakeholders, the Integrated Project Management processes and controls consistent with CMMI guidelines. This person reports directly to the President and is responsible for executing programs compliant to the company’s business plan and policies. 

Essential Functions:

  • Responsible for evaluating the performance of personnel in the Program Management Department. The Director establishes job descriptions, recommends training requirements, performs timely periodic performance evaluations, has the duty to keep the staff at the highest level of skill necessary to meet company needs and objectives, and may recommend that personnel be hired or removed from the Department. 
  • Assembles and regularly update complete Project Revenue and Project Labor Forecasts, including those for IR&D and commercial product development programs.
  • Develops and maintains direct overhead budgets for all spending required in support of program execution beyond that required on contracts, such as office supplies, non-contracted travel, contract administration costs, etc
  • Provides new contract review and sets up new program plans
  • Responsible for all aspects of program and project plans.
  • Manages scope of delivery for all programs throughout the life of each program, and is responsible for management of any program budget reserves.
  • Ensures that program long-range forecast is integrated into the company’s strategic business objectives and capacity analysis
  • Manages the Program Management Department, which is responsible for:
  • Preparing and ensuring delivery (both directly and in coordination with engineering and operations, as appropriate) of all Contract deliverables, such as CDRL’s, CLIN’s, design reviews, reports, teleconference
  • Establishing milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications

Skills and Qualifications

  • Fifteen plus years of experience in program management in addition to general management experience
  • Defense industry and/or government program experience
  • Proven ability to expand business relationships with outside customers
  • Bachelors degree in related field; Masters degree a plus
  • Experience with CMMI concepts and implementation
  • PMI certification or similar credential expected
